State Veteran Benefits in Virginia

Virginia is home to one of the largest veteran populations in the country, and the Virginia Department of Veterans Services (DVS) administers a wide range of state-level benefits that work alongside — but separately from — federal VA benefits. These programs cover property tax relief, education assistance for military families, employment support, and healthcare and long-term care resources. Understanding how these state programs interact with your federal VA rating can make a meaningful difference in the support available to you and your family.

Property Tax Exemptions

Virginia offers a full real estate tax exemption for veterans with a 100% service-connected, permanent and total disability rating from the VA, covering their principal residence and up to one acre of land. Veterans rated below 100% but individually deemed unemployable and permanent and total by the VA also qualify. A separate personal property tax exemption is available for one vehicle owned by a 100% disabled veteran.

Surviving spouses of qualifying veterans may retain the real estate exemption as long as they don't remarry, and as of 2019 they can relocate within Virginia without losing it. Surviving spouses of service members who died in the line of duty with a Line of Duty determination from the Department of Defense may also qualify. These exemptions are applied for and administered locally through each county or city's Commissioner of the Revenue, with the DVS Commissioner overseeing regulations and eligibility appeals.

Education Benefits

The Virginia Military Survivors and Dependents Education Program (VMSDEP) is one of the state's most valuable benefits for military families. It provides spouses and children of qualifying veterans a full waiver of tuition and mandatory fees at Virginia public colleges and universities for up to eight semesters. Tier 1 covers dependents of veterans rated totally and permanently disabled, or at least 90% permanently disabled, due to military service, subject to Virginia's domiciliary requirements. Tier 2 extends to dependents of service members killed in action, missing in action, held as prisoners of war, or rated 90% or higher due to combat service, and Tier 2 beneficiaries may also receive an annual stipend for living and school expenses.

Employment Assistance

The Virginia DVS supports veteran employment through several initiatives. The Virginia Values Veterans (V3) Program connects transitioning service members with certified employers and offers peer-to-peer support, resume review, and job placement assistance. The Military Medics and Corpsmen (MMAC) program helps military healthcare professionals transition into Virginia's civilian healthcare workforce, and the Military Education and Workforce Initiative (MEWI) provides pathways to education, training, and certification for veterans entering new careers. Virginia also offers hiring preference for veterans in state government positions.

Healthcare Resources

Virginia veterans have access to VA medical centers in Richmond, Hampton, and Salem, along with a network of community-based outpatient clinics throughout the Commonwealth. For long-term and skilled nursing care, Virginia operates state veterans care centers, including the Sitter & Barfoot Veterans Care Center in Richmond, the Davis & McDaniel Veterans Care Center in Roanoke, and the Jones & Cabacoy Veterans Care Center in Virginia Beach.
